James has been with Belfast City Council since 2019 as a City Innovation Broker working on the city’s exciting smart city programme and supporting the £350m Belfast City Deal. Prior to this, he was an Assistant Mayor/Cabinet Member for Liverpool with responsibility for city services focusing on waste, transport, infrastructure and grounds maintenance including Liverpool’s smart city programme. He oversaw £2bn in infrastructure investment and brought a range of innovative approaches to the city. He also worked on low carbon business support for the University of Liverpool at the same time. James is a frequent international speaker and writer on environment, sustainability, smart city and digital issues.
