SMEs at the Heart of Future Defence Innovation?

Brought to you by The Security, Privacy, Identity & Trust (SPIT) Group

The Government has recently reinforced its commitment to suppliers to the security and defence markets via the White Paper ‘National Security through Technology’.

Registration for this event is now closed.

About the event

This half-day event will focus from the customer and supplier points of view on how SME involvement can be achieved and encouraged further, as well as providing a barometer on how this message is being received to date.

A 2012 government White Paper, National Security Through Technology (Cmd 8278), restated our government's commitment to suppliers to the security and defence markets which, for the first time, are considered and addressed as a single market. In the paper, the importance of open procurement, preservation of technology advantage and reliance upon innovation by small to medium enterprises (SMEs) is stressed. Even prime or Tier 1 contractors are being pressed to involve more SMEs in their responses to the market. These businesses are precisely those typified by the Cambridge Wireless membership.

For our next Security & Defence SIG event we will be exploring, from both the customer and supplier points of view how this involvement can be achieved. We intend to gain the government viewpoint from both MOD and Home Office - Dstl, Centre for Defence Enterprise (CDE) and Centre for Applied Science and Technology (CAST) - and the supplier viewpoint from small, medium and large businesses to see whether the message of the white paper is being delivered.
Confirmed speaker organisations include:
  • "The challenges and opportunities of policing in a data rich changing world" - Tim Godwin OBE QPM, Defence and Public Safety, Accenture
  • "Man Worn Power and Data – An SME led project for the MOD" - John Frankham, Technical Lead, Cosworth
  • "An SME Perspective on Engaging in Innovation for Defence Markets" - Henk Koopmans, CMO, Plextek
  • "Effective Communications to the Tactical Edge" - Scott Scheimreif, Executive Vice President of Government Programmes, Iridium
  • "Security and Policing – a Home Office Science Perspective" - Chris Rampton, Capability Adviser Surveillance, CAST, Home Office
  • "Opportunities for Innovative Research in Defence" - Jonathan Byrne, Head of CDE, Centre for Defence Enterprise (CDE)
  • "Open Forum" Additional Panellist, Anthony Dyhouse, ICT KTN

This half day event will also be addressed by an experienced retired senior security official. This concise event will provide an invaluable insight into this emerging field and provide a well-rounded view of how businesses are responding to this challenge.

Man Worn Power and Data – An SME Led Project for the MOD; John Frankham, Technical Lead, Cosworth

At the end of 2011, Cosworth decided to try their hand at bidding as prime contractor for a Technology Demonstrator project for the Integrated Soldier Systems Executive (ISSE). Much to our amazement, we were awarded one of two contracts – the other going to one of the country’s leading defence primes. During this talk, I will tell the story of this project, what led us to bid for the work, our experiences in executing it, and how we have fared since the project completion in October 2012.

An SME Perspective on Engaging in Innovation for Defence Markets? Henk Koopmans, CMO, Plextek

It has been well-documented that a large majority of small companies never obtain more than twenty employees at any time, a factor largely due to limited market access. After years of stimulating the ‘push model’, whereby government schemes provided direct support to SMEs, new challenge-led schemes were introduced in order to create ‘market pull’. Henk Koopmans, CMO of Plextek will discuss whether these types of scheme are really working within the defence and security sectors and how they can be improved. Henk will reveal an alternative approach that SMEs can consider when generating a business in these markets, and the role that associations such as Cambridge Wireless can play to help SMEs.

14:35

Effective Communications to the Tactical Edge; Scott Scheimreif, Executive Vice President of Government Programs, Iridium

Warfighters at the tactical edge have often been described as the “tip of the spear” and frequently find themselves separated from the greater Global Information Grid due to the inherent challenges of critical bi-directional information flow to the edge. Thus, the digital divide has caused an even greater gap between the Operational Warfighter and the Tactical Warfighter due to the limited shared awareness and collaboration possible at the tactical level. The Distributed Tactical Communications System (DTCS), leveraging the Iridium low-earth-orbiting satellite constellation, provides satellite-based on-the-move, over-the-horizon, beyond line-of-sight tactical push-to-talk (PTT) voice and command and control (C2) capability to warfighters. DTCS enables C2 among mounted and dismounted tactical operations in all terrain and with global access, without the need for ground infrastructure. DTCS was designed to bridge the “communications divide” for the tactical warfighter.
