Duty Engineering Officer

Summary

Ofcom’s Spectrum Assurance Team is part of Spectrum Technology Engineering & Enforcement (STE&E) who’s aim is to keep the spectrum free from radio interference. The Spectrum Assurance Team is seeking to appoint a Duty Engineering Officer to work as part of a team working within a 24-hour shift working pattern including weekends.

Purpose of the Role

The Duty Engineering Officer will act as the main point of contact for the reporting and elimination of interference on a national and international basis. In addition, you will also be first point of contact for Case Management for Safety of Life, Critical Services, domestic and commercial reports of other potential interference.

Requirements of the Role

  • To provide 24-hour cover for interference of safety-of-life services.
  • To seek clearance of confirmed harmful interference to authorised radio users in accordance with agreed priorities.
  • To liaise with foreign administrations to request co-operation in the investigation and subsequent elimination of interference.
  • To check, measure and assist with the parameters of radio transmissions. The identification of transmission systems through the use of radio receivers, software, frequency measurement and direction-finding equipment, spectrum analysers and ancillary electronic data analysis equipment.
  • To evaluate the results of investigations including the use of technical reference documentation such as the ITU Radio Regulations, the National Frequency Register, International Frequency List and other official sources of information.
  • To monitor specified frequency bands as requested, utilising such equipment’s as the Remote Monitoring Direction Finding (RMDF) equipment’s, Timed Distance of Arrival equipment (TDOA) and trailer mounted Digital Direction-Finding equipment (DDF).
  • To act as a focal point of contact for domestic and commercial customers for reporting cases of interference, assessing, opening and closing of cases within Ofcom’s case management system, as well as processing web-based submissions from the public.
  • To act in accordance with Ofcom’s published commercial and domestic policies
  • To maintain records on the Ofcom’s case management system, liaising with field engineering staff to co-ordinate measured response to reported interference and to meet Key Performance Indicators (KPI).
  • To provide a consistently high standard of service with customer care and inquiry issues.

Skills, knowledge and experience

  • Appreciation of and desire to promote Ofcom's values of excellence, agility, empowerment and collaboration
  • Demonstrate high levels of initiative, resourcefulness, self-motivation and interpersonal skills
  • Ability to operate equipment’s used for radio monitoring; conversant with demodulation techniques; together with the recording and evaluation of the data received
  • Excellent customer facing skills encompassing questioning and listening skills (effective verbal communication)
  • Must be able to exercise good judgement and analyse information. This will be achieved by using a sound knowledge of radio systems, transmitters & receivers and ITU Radio Regulations, the National Frequency Register, International Frequency List and other official sources of information.
  • Ensure Ofcom policies and procedures together with customer service are provided for.
  • Proficient in MS Office and the internet.
  • Demonstrate a good working knowledge of how the radio spectrum is utilised within the UK.
  • Experience of working under pressure and able to prioritise workload - in order to balance customer requirements with Ofcom published performance targets.
  • Excellent communication skills both written and oral

Qualifications

  • HNC in Electronics/ Telecommunications or equivalent and/or have relevant experience in spectrum monitoring, direction finding, HF communications, telecommunications, radio and radar gained in either a civilian or military environment.

Competences

  • Experience of Microsoft Office 365 is essential
  • Experience of Salesforce would be desirable.
  • Sound knowledge of windows 7 and windows 10 would be desirable
  • European computer driving licence is desirable
