Summary
We are recruiting a Telecommunications Data Analyst to support spectrum policy work through the analysis of field and market information to ensure Ofcom’s decisions are grounded in rigorous data analysis and understanding of potential future trends.
Team Overview
Ofcom is the independent regulator and competition authority for the UK communications sectors. We regulate TV and radio, fixed line and mobile telecoms, postal services and the radio spectrum.
This role sits in the Policy and Analysis team in Ofcom’s Spectrum Group, which is responsible for providing access to the electromagnetic spectrum that enables wireless technologies including TV, mobile, satellite and Wi-Fi. The Spectrum Policy and Analysis team uses market and business analysis to inform our spectrum management policies including work to support our auctions of spectrum and improve mobile coverage in the UK.
Purpose of the Role
The role holder will work with colleagues across a number of Ofcom teams in policy and operational functions to analyse, interpret and contextualise data, to support our decision-making.
Requirements of the Role
- Deliver high quality, accurate and insightful analysis of large amounts of data to inform Ofcom’s decisions and understanding of radio spectrum usage, with the opportunity to develop novel techniques for analysis and visualisation.
- Provide clear explanation of analytical assumptions, methods and technical concepts; present analytical insights and conclusions to both technical and non-technical audiences.
- Support the development of policy recommendations drawing on analytical results as well as market and technological insights.
- Develop strong working relationships with colleagues in a range of teams including policy, technology, legal and enforcement specialists, to ensure joined-up policy thinking and creative problem solving.
- Contribute to drafting of internal and external documents, providing a clear and concise narrative consistent with Ofcom’s overall strategy and duties.
Skills, knowledge and experience

- Data analysis: you will have experience in raw data analysis in small and/or large datasets to extract meaningful metrics, producing insights and a clear narrative to your analysis. Your data analysis experience will include:
- Data processing and manipulation using suitable languages or tools (such as Python, Alteryx, Visual Basic);
- Data visualisation using business intelligence software (such as Tableau, MS Power BI) and mapping using Geographic Information Systems (such as MapInfo, QGIS). Training could be provided for specific software where needed.
- Problem solving: you will have demonstrated strong analytical thinking to understand complex problems, devise potential solutions and to advise on their pros and cons.
- Relationship management: you will have developed successful working relationships in the organisations in which you have worked, including outside your own team/group.
- Communication skills: you will have strong written and oral communication skills and be able to explain complex analytical and technical information concisely and clearly to a range of audiences.
- A high-level technical understanding of telecommunications technologies is desirable, but training can be provided.
Qualifications
Most likely to be educated to degree level in a subject with significant quantitative/engineering content, or to have equivalent experience.
